i work for a company where if you ask for headcount, they will tell you to prepare a business case as justification, compute the exact headcount needed, set up multiple meetings with different people just to get approval, and you finally get that approval after much begging, they will give you exactly what you need

now, wait for a couple of months and you will observe that more work is added, after sometime you will have work of 2 people being done by 1
